The article states that they are not sure how it will be paid for..
There is only one way it can be paid for or will be built and that is totally with the hard earned tax dollars from 10 million+ taxpayers..
Conroy was NOT given a mandate to pay any more than $4.7 billion.. So why is he making statements that the Government will be making a greater contribution, without asking us, the voting public/taxpayer, first and foremost??
