Just set up a Google news alert "ceto and wave" and you'll get anything as soon as it hits the internet. Perhaps also do a "Carnegie corporation and wave" as well, in case CETO isnt mentioned in the article.
The updated Warnambool standard article also has this little nugget in it today, in case you missed it:
"Steve Garner, managing director of Portland's Keppel Prince Engineering, said his company had submitted tenders to Carnegie this week to build the turbines."
I suspect by "turbines" the author actually means the "ceto units" or "buoys". Keppel builds wind turbines and has been in the news because the lack of clarity in the ETS etc threatened jobs at the plant. It would be politically very appetising for the Vic Govt to have Keppel secure the contract to manufacture the CETO units. Perhaps there are things the vic govt can do to encourage that! But it does also show us there are lots of things going on in the background in preparation for the first site announcement.
Also, bankroll, i love this sentence from that committee discussion you posted:
"It is an industrial-scale project. It will be the world’s largest wave farm. It will be done in two stages; five megawatts going to 50 megawatts. As soon as we have done five megawatts—that is the commercial industrial-scale proof of concept, or demonstration if you like—that will be the trigger for us to roll this out around the state, the country and the world."
