Yes is a puzzle but relying on my biotec investor experience the peer reviewed paper gets published, the partner and BRN ask for trial design, the regulator approves design and testing commences. If being fast tracked the need for the partner to have guaranteed supply would really need production earlier than end 2021 which would explain race to have masks.
Pure speculation but with a Nobel Laureate on the Scientific Advisory Board BRN would likely have some credibility with regulators.
