i've always assumed they would operate them but i've never read anything on the subject. I had a look around the Kwinana desal plant and one of the things that struck me about a desalination plant (and i assume the same is true for a power plant) was just how few people it takes to run them. i think the Kwinana desal plant (which supplies about 17% of perths drinking water) has about 17 staff. It looked like a gold mine to me. So i think if you go the expense and trouble of building the thing, you'd probably want to operate it as well - it appears, to someone who knows nothing like me, to be the easier part of the deal.
