geithner unveils next tarp tonight, page-20

I'm trying to get my head around what "private" companies are going to participate in this "toxic" scheme.

Are the crooked companies responsible for this mess going to use bailout funds to purchase toxic assets, of which they presumably already own in bucket loads, off each other?

Or are responsible companies who remain in a descent position due to generally honest and responsible management buy them and risk being dragged into the sewer by the crooks?

Can anyone point me in the right direction for some intelligent info on this please? Obama didn't sound very confident last night and I for one am amazed that shallow statements and schemes recieve such rapturous responses from the general market.
