There's every chance that Tensor is acting as a front for a US (or other five eyes) Government agency. NASA aren't the only ones interested in cube sats. CIA, NSA would be too. You will almost never see these organisations purchasing their stuff under their own names. It may be a conspiracy theory, but stranger things have happened...
After all, they did say multiple Government agencies had been in touch and this one did drop off the radar as soon as we drew attention to it...
