IMO the recent SP rise from 3 to 7 cents is more to do with the substantial rise in the price of ND and PR making the PEK Ngualla mine now very viable. Get a license to mine, finance to build the mine and plant and some decent customers and there will be no reason why the SP shouldn't approach at least 30 to 40 cents by this time next year.
