IMO the fall in sp is largely due to those who pushed the department by by-passing the co. If they had left it alone and let the co undertake their task "diplomatically" we might still be looking at Jan but the sp would have stuck around the 7-8c. What it says is that the sp is likely to provide opportunity for accumulation?
