It's long been held that discs are rarely a cause of pain since they are poorly innervated. There are literally billions of people in the world with disc bulges and herniations and absolutely no symptoms from them. In fact it's more likely that a person with a bulge/hernation will not have pain than have pain. Degeneration is also unlikely to be painful, because again, every person who is over 30 has it, yet only a fraction suffer CLBP.

One thing that does change with degeneration is that the disc becomes more densely innervated, but that's not going to change with an injection.
