I’ve never built a port so I’m not as sure how long it will take.
I don’t doubt she has sour grapes. But she was the minister who actually oversaw the whole tender process from designing it so private enterprise would foot the whole bill, implementation, and then the award of the tender. But the new Gov’t is tipping in money when they didn’t need to. I know, she’s got some gall pretending she knows what she’s talking about and how long it will take to build!
2 years, hmmm, let’s see:
*Feasibility study has been quoted by OPR to take 12 months. 1 year gone already.
*Then a final bankable feasibility will need to be undertaken, let’s say 2 months because they’re in a hurry.
*Then application to the EPA for their approval 4-6 months
*Addressing EPA requirements and concerns 2-4 months
*Securing finance 2-6 months
Plus:
Final design and drafting work
Tendering,
contracting,
procurement,
land purchases, leases, approvals
That’s easily 2 years there, and before they even bring in a dredge, or lay the first sleeper for the rail, or drive the first piles, or dig the footings for the ship loaders etc. etc.
Being realistic would be to realize that your 2 year time span is impossible.
Maybe possible in China, eh?
