MSB was taking a Phase 3 Human Trial.... likely couldve been fast tracked or rushed too.
Rates of failure increase with every stage you go up.
IHL could only need either no human trial or a phase 1 human trial to get EUA from the FDA.
MSB is also a 2 billion dollar company.
IHL is 150M MC.
