I had a bit of a look at what they mean by 'area wide licenses' i think its more fine grained than previous way to manage it, they can get blocks for smaller geographic areas.
I think it must have been pretty easy to be accepted, even Vocus got in, and have never had spectrum before, i expect a lot of interest is for fixed wireless rather than mobile (eg Vocus has a big contract to connect a lot of BoM sites, so they might do point-to-point links for them). I guess satellite use it to connect satellite to ground-station, which then uses fibre.
