I'm sure they'll be looking at CO2 neutral refineries but seems silly to cut steel production now before they have the alternative methods to go on with, unless they already have?

Some of the refineries that relied on Oz coal may be struggling, so a way of saving face?

Also if they reduce the demand for iron ore it may help reduce the iron ore price which is currently near all time highs! But when they start up again they'll be back to square one

IMO trying to find a logical reason for some of the CCP's behaviour, or even to believe their explanations for their actions, is problematic.
From what I've read Xi wants to model himself on Mao who is still revered by the CCP but who ran the country into the ground back in the early sixties in his "Great Leap Forward" which is thought to have killed as many as 45million people through starvation, torture, executions and forced labour.

Been reading quite a bit about China recently and that coupled with my prior reading of biographies written by Chinese who lived through the Cultural Revolution has helped give me some insight into how communist/totalitarian regimes think, behave and control their populations.
