You'd have to assume telephone services will be a priority on the network. If you assume the copper will eventually be redundant then you can change this to ~$30/month for phone and ~30+/month for internet. Then you get pay TV.etc etc etc
The numbers could soon add up. but $43 billion is an arbitary figure. Nobody at this stage could estimate the costs within 10% - or even 20% so 40-50 billion would have to be the starting point.
