No way - they are looking to raise $10m - imagine how many holders they have?
And who wouldnt apply for the full $30k (funds permitting) coz its a guaranteed profit of some amount and if you get them all you can sell what you don't want.
They will easily get over $50m - i reckon even $100m.
So i expect them to do something like " everyone who applied up to $2k gets everything they asked for and then pro-rata from there if you asked for more and it could be as little as 10%.
Depending on what else they may be looking at - may upsize it - to help with future acq and also satisfy better the appetite of investors.
Just my guess from (limited) experience in the past of these kinds of situations
