I don't think it works that way. They can't be guessing about these things given the importance of the people they are there to protect. Complete chaos. The guards inside seemed to be clueless about how to react. Bottom line is the rioters should never have been allowed to enter the building imo. And if the rioters did breach the building, then the guards inside should have had clear protocols on how to proceed. Anyway, I have no experience in security so my views are limited but I think that the major security breach that unfolded is evident to all.
