It's the westerners that cause most of the damage due to high living standards, but obviously the Chinese and Indians aspire to these living standards and in the process are making the environment worse. If you look at developed Asia - Hong Kong, Taiwan, Japan, Singapore, all these countries now have birth rates below replacement level. Japan's population is already is decline. So there may be a silver lining that birth rates decline as other Asian countries become more industrialised (obviously India and China are main concerns given size of population).
Africa and the Middle East may be a different proposition entirely - culturally I can not see these areas following the Asian experience.
