McConnell is 100% guaranteeing the Senate will convict Trump by delaying the Senate trial until Democrats control the Senate.
Since Trump will be gone by that time, the Senate will not vote to remove him.
After the Senate convicts Trump on the impeachment charge of inciting the assault on the Congress, they will vote on a separate motion to ban him from future office. That will also be a done deal.
