I suspect by reading the minutes that HNC are the ones refusing to budge until they get what they want and when you have two sets of bean counters arguing the toss for each of the parties there is certainly going to be a stand off until the 8th hour. But, with copper prices and China's progression to providing infrastructure as well as China's deal with the Russians over gas supply - there must be pressure on HNC (state controlled) to deliver some raw materials and bed this one down.
I guess we will hear nothing until the 439a as everything will be private between the parties which means VA and R&M agreeing and both have to justify their fees.
