No one else has addressed your question so the simple answer is the similarities you are seeing have been pointed out by other posters over quite a long time now and in an infinite universe all things are possible.

To date there has been no credible evidence linking Brainchip to this project.

Elon Musk is not the only one working on this and I recall reading in 2018 or 2019 that the US military were working on something along these lines to enhance the performance of personnel flying fighter drones.

Elon is no doubt brilliant but he does have a level of belief which allows him to leave out the prediction phase and go straight to the point of success arriving there well before the rest and sometimes even the completed product. As he has so often been eventually proven correct he is permitted this indulgence and called an eccentric visionary when reality does not match his statements.

When looking for applications where AKIDA technology may be found it is useful to remember that traditional deep learning computing with appropriate algorithms can give a very good impression of being AKD1000 if you do not mind using enough power to light and air condition a three storey office building while using a semi trailer to make it an easily managed transportable device.
