My 2pence worth. Expanding on your last paragraph.

At the time I considered this a positive from my, shareholder, point of view. As, of all people, he should have known if the new plant was a white elephant or on the verge of successful commissioning. But you do not know who was telling who what!!
But, let us hope that his confidence does reflect on the plant being close to being made operational. I understand HNC have made their own recent assessments along those lines.
