I'd bet my left nut that statement is wrong. Its like saying no two paracrine factors are alike. Or no two cytokines. Or no two mesenchymal stem cells, or neural cells from the same person existing at the same time.
To the extent that exosomes are natural - and they certainly are - any given cell producing them in large volumes would naturally make many exosomes that were essentially indistinguishable from each other for the practical purpose for which the cell was making them.
To the extent the engineered evs are variants on natural or naive evs they could be expected to be more about as precisely alike (in theory) as human engineers would want to make them.
