    The company needs a board and officers that can sell the product to schools, workplace managers,and police forces. The product will sell best in an environment of public concern, political support and legislative action

    There IS no more product!

    They have shut down the plant and are trying to sell the IP. Any remaining devices will end up being sold for a song (Reject Shop drug tests anyone?) as they will not be continued.

    The company is no longer a going concern, and has no capability to raise capital.

    HGR/SBN were able to get no value out of the IP and as has been said, the time left on the main patents is rapidly drawing to a close.

    They may see some money through for plant and equipment, but not a lot.

    At .4 cents it is worth about $3.2M - and I can't see it coming through.

    In my mind, there are two possibilities - the shares become effective worthless (unmarketable quantities due to consolidation by new owners of the shell) or is wound down. Either way, you are left with a loss that you can't write off that you can get some cash for now.
