While it appears to be a very substantial asset it is located in one of the less atractive parts of the world.
The administration in the region is corrupt, violent attacks by insurgents, troubled by religious tension.......and on and on.
More to it than just a hole in the ground but if they can get it up and going then it is well under valued.
