The graph is brilliance itself. They've made the bright orange part extra wide at the start, and extra narrow at the end, and by doing so tried to create the optical illusion that it has risen, but it's still going down a bit.
I think they've missed a trick . By making it even wider at the start, and narrow at the end, they could have made the line really point upwards.
