Not sure what fool would think any word in the form of informal discussion would be binding (assuming that was true in the first place). The only word that counts is the formal approval. Which wasn’t provided.
it’s rather unclear as to why you hold those very rosy expectations. Nothing I have seen would provide those expectations. Indeed, if you look at the last 20 years my expectations would be a further capital raising and another 2 years at least for further trials.
