"486 merchants who do not have an operational terminal. These are merchants where, despite all our best efforts, we have not as yet been successful in recovering their impacted terminals for repair. We will continue our efforts to bring these merchants back online."
I read this as unresponsive merchants. More than likely these customers are; 1) already churned due to business closure, and have simply forgot to return their terminal or, 2) seasonal merchants who are not using the terminal and don't even know they have been impacted.
In other words, a non-problem.
