I think that (1) has already been completed. Its more about (2) to be completed. The other thing that will be a great bonus will be the granting of Mapawa MPSA, even though it isn't required for development of Siana.
I suggest (4) is not correct, the past BFS and the recent u/g resource upgrage, plus a susbstantially increased gold price (US$910 versus US$650 for the BFS) already confirm a GO decision (=> financial and engineering viability).
(3) is a no-brainer, just a bit of time to re-jig the development sequence and funding requirements.
(5) is the big hurdle to be completed now. And the debt markets have freed up substantially now, even if pricing is a bit higher than before. This is more than offset by the gold price!
