When I was there they had only got the pad down for the buildings. I don’t believe the building standards are the issue, more to do with the length of stay for those cue jumpers.
I wouldn’t fixate just on Christmas Island as potential quarantining station, plenty of other options to choose as isolating locations that would suit.
