Current systems as Peter van der Made has said can tell a human from a lamp post but cannot predict what these humans are likely to do unless, as you point out, massive computing power is brought into play and then latency destroys the opportunity to react accordingly. Until this predictive capability resides on sensor autonomous vehicles will not be dominant.
