Very good post and I agree with your comments. While campaigning Rudd pushed the argument that we needed infrastructure not tax cuts .. and what you have suggested would as you say achieve several objectives in one go ... secure energy future, reduce emmissions .. and produce government revenue over time. I understand the governmment's thinking on the handouts (keep people spending and preserve jobs thereby tax revenue) .. but I agree it was an opportunity lost .. and I note that the US and China for example have announced large nation building initiatives .. and not handouts!!
