Hehe I am not sure what SPP price should be but I am sure you would not have the chance to get PRR at $0.02.
Have you read the chart of PRR recently? Have you read PRR's announcements and piggybanks's post about PRR? You simply have not known PRR enough, which is risk without matter what you thought.
PB's post would give you some senses about PRR. From there you would put you in a start position.
