Yes, these aren't "free Options" or a Win/Win for anyone but the fund manager. This will put a ceiling on the share price until the options have expired. Performance will have to be exceptional over the next 18 months for it to be a win for investors. Any exercising of these options will dilute existing holders, so for every bit of performance over the next 18 months, expect to see only half of it reflected in the share price over that time.
