Get you mining leases and it is game on, otherwise you are rehashing the pond layout and kicking the NT agreement can down the road. The pond layout from scoping study to EPA ERD has already undergone a revision.
IMO, the stuff that MS is enthusiastically reporting to the market is in the bag. NAIF, for example, can't find a home for their money and that's why a project like Lake Wells, that is south of the official latitude got a look in.
Major risk here is mining lease/NT and the unavoidable technical risks associated with models.
