the conclusions and discussion section of the paper linked by Genericmicrobe contained the following
"This indicates that anthropogenic emissions may have contributed toward the observed trends, but this contribution is small relative to internal variability. In contrast to recent studies, there is no relationship between trends in vortex strength or location and trends in Arctic sea ice. Therefore, it is proposed that the weakening and shift of the stratospheric polar vortex from 1980 to 2016 may be primarily a result of internal climate variability."
this tells me of the conclusions reached in this study, which i'm not in a position to dispute.
but given the study's acknowledgment their conclusion is "in contrast to recent studies" it clearly leaves the door open for further research, as good science does.
@jopo everyone knows one swallow does not a summer make but perhaps you could take a leaf from Genericmicrobe's approach book: keep your answers simple son, avoid gobbledygook.
