I dont think a broker firm rings up IOU out of the blue with an unsolicited aggressive offer - that seems to be the wrong way round.
Companies go to brokers to build a book - find a cap raise price point - and execute a raise - not the other way round.
But a corner stone investor who has been on the sidelines and suddenly makes a move does make sense.
And IOU accepting that offer also makes more sense if that investor has more to offer than just cash - ie networks, skills, etc
