From my understanding, I believe Walmart is in charge of promotion - it seems. As to your question in regards to acknowledging or answering queries, it could be due to a contractual obligation; as I see it, my best guess (and I can really only speculate on this) is that there are fine details that they're probably under obligation to oblige by.
I've participated in Esports events, personally, and the usual advertising is done primarily by the host. I believe Mogul being the hosting platform, it might just be announced as "Business Operations". If it was a material partnership, such as an exclusive deal with Walmart or Kellogs to host their ESports events in the future - that would, in my opinion, classify as Material information.
As far as this event goes, I think it's just them conducting their usual business and hoping to wait for statistical results to make an official announcement before jumping the gun.
That's really as far best as I can understand it, I hope things will unfold in due time; it's clear that they are associated with this particular tournament. I'm just factoring in that maybe the announcement might come closer to its commencement date rather than registration date as announcing a tournament registration is more advertisement and the results are more material information.
