The JORC Code doesn't dictate how a resource is estimated. That is a problem for company geologists, consultant geologists and internal and independent technical auditors.

Whatever you do must be reported in accordance with the JORC Code so that it is clear what was done to arrive at the resource estimate.

You could estimate a resource by throwing darts at a dartboard. The JORC Code doesn't say you can't do it but demands that the public be told that was the way it was done.
