they completed the technical DD already so it's just the FAR issue.
Correct WPL does not need to do anything but saying that all Lukoil has to do is present a low binding bid and see where it goes it will be use to playing games at or above PC level.
then it's down to WPL to go with the flow and welcome the Vodka and let's just see how their sell down goes if Lukoil hold FARs equity and interested all third parties aware Lukoil may PE.
it may not be as comfortable as some suggest
