On page 32 is the testing requirements

The preferred Tenderer/s may be required to provide an implementation plan for the Systems Testing Period. The implementation plan is to be developed in consultation with, and to the satisfaction of the Agency. The Systems Testing Period may be a minimum of eight (8) weeks and must be completed to the Agency’s satisfaction.

After the robodebt debacle Centrelink would want to make sure they have it right as they wouldnt want any more heat and I they may well be in testing phase now as they recommenced collecting from February 1. As to the number of tenderers see below this was lifted from page 30 , it is possible they have only a 1 sucessful tenderer.

2.1 The Agency is seeking Tenders from suitably qualified External Debt Collection Agents to deliver debt management services that supplement the Agency’s internal debt management activities to provide an efficient and cost effective flexible service for managing and collecting debt. As a result of this tender process the Agency may, at its sole discretion, enter into a Standing offer Deed with either a single provider or a panel arrangement of providers
