    from my understanding....
    - There are some open pits and many un-regenerated areas.
WWI I understand will play a role in solving this problem as they have actually already done and proven before.

    - There hasn't been a large professional miner or any management since around 2000 (except the small pits WWI had for awhile) this has led to ZamaZamas (illegal miners) digging in the old sites and tunnels, this is both dangerous and environmentally problematic.
Having a large mining operation working there will provide jobs and also a form of prevention regarding these illegal workings.

    - The surrounding population does need work and it does need the land repaired so it can be built on.
Mining brings money, and as it's over 30%BEE there is a very high chance of that money making positive impacts locally.

As for waste and toxic water etc, as someone has already said- it's already there- it needs input from someone or some company with the resources and engineering means and experience to tackle that issue-if WWI are true to their word, I think they will play their part and work with the DEFF and government etc.

    - Most of the mining, I believe that is intended on being done is UG, even with houses about, tunnels 300+ underground isn't anything new, even in Australia and NewZealand there are towns with mining tunnels way below them.

-All in all, I think the Government understands they're better off having companies working and playing their part. I dare say you're probably right about covid playing a big part with delays- and I bet the rest is the finer details about how and agreement will work with WWI and the DEFF/govt.
