Are you referring to XST or SGC? XST was last at that price in 2010. During Dempsey it got close to 3.0 cents, and SGC got to slightly above 20 cents.
As Trader has pointed out the different trading platforms have different cut-off limits for buying/selling from current price. Generally the full service brokers tend to allow greater spread, and of course the ASX provides for an unlevel playing field - certain groups of investors can manipulate trading by being allowed to have as little as 1 share trades - you try doing that.
