"Even if GLE did build a plant soon?" - Moosey what do you expect? I still consider that any form of LIS (PLEF, HALEU or 5% enriched) has to come after the 2025 demonstration of the lead cascade and Cameco taking over a majority interest since SLX simply does not have the required credit rating to raise the money for any commercial plant or even the 20% self funded part of a US government guarantee.
Are you suggesting "soon" as being after 2025 and also after Cameco moving up to 75%?
If you are meaning sooner then how do you suggest the money is raised for a commercial plant and also please indicate who is likely to take the risk on this investment when the lead cascade has not been demonstrated (and won't be until 2025). DoE could give GLE a grant to demonstrate HALEU production; this may bring the 2025 date forward a bit but a commercial plant would still have to follow a demonstration of a lead cascade (HALEU production would simply mean more cascades). I just do not understand what timing you are suggesting and how any commercial plant could circumvent the demonstration of a lead cascade and having an investment grade credit rating. Please explain your thoughts
