I think they may need the clean U238 as well?
Paducah could do all three things if they built a HALEU plant there, natural grade U235 at UF6, 5% enrichment and HALEU, if another HALEU supply was needed? plus the U238, but a plant in Canada could also supply U238 U235 at5% and a HALEU plant as well, if that was the direction GLE wanted to take? the clean U238 would come from what was left after either enrichment process, so if the DOE want clean U238 it could come from either I think, it would then come down to whether they really wanted the site cleaned up? but as Tim Gitzel said, "there is no hurry on the tails stuff at Paducah?"
