I believe it is chicken and egg stuff, the US are in the process of designing and building SMR's that will be fast reactors, some they say will be ready around 2026 or so, but they will need fuel and they will need it for testing in the mid 2020's in the Virtual Test Reactor, which is a PRISM reactor, they need to test the fuels in this VTR before they use them in the SMR's that are designed to take that fuel, the time that that testing is done is getting closer by they day.
It would be no use delaying any of the requirements these new reactors will need, all that would do is hold everything up, it would all just bottleneck , you seem to think that there is no urgency, I don't believe that for one minute, not after reading paper after paper saying the exact opposite to what you are.
