Yes, but trade and other payables will largely relate to the programming rights cost they have due within a year.
That cost is covered by the ~$700M revenue they will have generated at the FY results.
I am not sure you can really assess the balance sheet like you might other businesses. I don't think the 'deficit' you have pointed out is really an issue, or would affect the ability to pay dividends.
Ultimately, the cash flow statement tells the story for Sky...
