If you look at the 12th monitors report to the courts dated 28 October 2020, para 3 gives you a good explanation why all bids were resubmitted. Basically a new SISP was launched due to “unsolicited bids” being received:

Further, the 13th report to the monitor dated January 19 2021 has a different format to all previous reports and is the last one to have been submitted requesting extension. It reads as if it may be the last. So maybe, just maybe, we may finally get a result as anticipated:
