It's poor form for the company to communicate publicly when to expect the new App to be available and then fail to deliver.
In and of itself, it is not a major issue, but the market remains sensitive to such blips as a succession of these creates uncertainty and can engender mistrust.
If CS is swamped (which is actually a positive), then the CEO would have known this, so whichever way you view it, the CEO needs to reflect on what and how they communicate to the market.
The very best companies under-promise and over-deliver. It is extremely simple management technique, but also extremely effective.
