Yeah, the Chinese utterly dominate the REE market and have done for a long time - a strategic position on their part and somewhat assisted by their ability to play outside of normal economic rules. They wield it as a political/financial weapon - as evidenced by their spats with Japan - and will not relinquish this dominance lightly.
Of course they need it. That's not to say that anything untoward is happening in Tanzania.
