So what you are saying - if it is a XYZ MW producing station, it will be built so that it cannot increase its capacity simply by retrofitting new technology panels - I would think that it is an engineers duty to ensure this is possible. Surely electricity companies are not that naive to think panel technology will not improve. They would have to be fools to build a station that is only suitable to todays technology. Even coal fired power stations were built for greater output than what they initially produced.

Don't mean to sound smart about it, and no I am not an engineer, but my logic way of thinking is pointing me to think that this should be possible.
